Electronic fare collection systems in public transportation vehicles can be used to prevent the spread of the new type of coronavirus (Covid-19). With the query to be made through transportation cards, those at risk of disease will be identified and the virus will be prevented from infecting other passengers.

ASİS CT-City Technologies AŞ develops a series of solutions in the field of smart city technologies in Turkey and abroad. With the emergence of the Covid-19 threat, the company focused on solutions for this field by using its technological know-how.

Fatih Gündoğan, General Manager of ASİS CT-City Technologies AŞ, said in a statement to AA correspondent that despite the outbreak, they continue to invest in smart and new generation technologies and establish new systems.

Stating that they have started to realize the project management and system integration of “thermal cameras” and “blackbody devices” in Turkey, Gündoğan said that highly sensitive thermal cameras play a key role in the fight against the Covid-19 outbreak. Gündoğan reported that they have also developed a “Maskemat Project” for the metropolitan cities they work with.

Stating that their toll collection systems are used in 40 provinces in Turkey, 17 of which are metropolitan cities, and that they provide services at 65 points with districts, Gündoğan noted that they have signed another important project during the pandemic period.

Gündoğan informed that with the technology they have developed, in cooperation with the Ministry of Health and municipalities, Hayat Eve Sığar (HES) Application codes and Turkish ID number can be matched on the same card with the transportation cards used in public transportation. Fatih Gündoğan emphasized that this will make it easier to identify those at risk of disease.

Systems used in vehicles are being updated

Stating that they have updated their technologies in accordance with the ministry’s circular in all municipalities they work with within the scope of this project, Gündoğan said that the update will be put into effect gradually in these municipalities. Gündoğan said:

“With the work we have initiated under the leadership of our ministry, this kind of chaos environment will be avoided. All citizens will continue to travel safely. At the same time, administrative penalties will be imposed on those who do not comply with the quarantine process through reports to the ministry. As of October, we presented the work we have done in our infrastructure and technologies to our municipalities. Personalization of the cards and HES code matching can be easily done through the web and mobile applications we have prepared. We have provided the necessary infrastructure to all provinces where we operate in the fastest way possible. In line with the protocols that our municipalities will sign with the Ministry of Health, instant HES inquiry will be made and a safe and healthy travel opportunity will be provided.”

How will the application work?

According to the information provided by Fatih Gündoğan, the application can be implemented in different scenarios depending on the characteristics of the public transportation cards used in municipalities.

In order to operate these scenarios, municipalities will need to first conduct a test and then an e-signed protocol process with the Ministry of Health for the production environment.

For the application, passengers’ personalized cards must be matched with the HES code, while their anonymous cards must be matched with their Turkish ID number and HES code.

As of October, Card ID, ID number and HES code mapping requests were started to be received through the “https://www.akillibiletim.com/HesMatch.aspx” address in 35 cities. This way, passengers will be able to map their HES codes until the signature process between the municipalities and the Ministry of Health is completed. When the municipalities complete the protocol processes, they will be able to check and record that the HES code and “Turkish ID Number/Foreign ID Number/Passport Number” are matched on this screen.

The company is preparing to start the test application, and when this system is commissioned, it will be available in approximately one third of Turkey.
